The Shoshone-Paiute Tribes, whose ancestral roots lie in the Treasure Valley, have unveiled plans to build their first casino near Boise.
Partnering with the Coeur d’Alene Tribe, the project would be located about 15 miles southeast of the city on land recently purchased in Ada and Elmore counties. Roughly 40 acres of the 561-acre property will be dedicated to the casino and resort.
The development is expected to generate tens of millions of dollars annually for Idaho’s economy and create thousands of jobs. With a population base of more than 800,000 in Ada and Canyon counties, plus travelers along the Boise–Mountain Home corridor, the casino is projected to attract significant traffic.
The Coeur d’Alene Tribe will finance permitting and construction, while the Sho-Pai will ultimately own the facility. Initially, the Coeur d’Alene Tribe will manage operations, leveraging its 30 years of gaming experience, with the long-term goal of empowering the Sho-Pai to take complete control.
Plans envision a complete resort experience, including modern gaming machines, a luxury hotel, spa, entertainment center, and fine dining. Workforce housing is also part of the proposal, given the two-hour commute from the Duck Valley Reservation.
Idaho’s Gambling Landscape in 2025
Idaho continues to maintain one of the strictest stances on gambling in the United States. The state prohibits commercial casinos, online gambling platforms, and sports betting.
Even sweepstakes-style casinos, which are legal in many other states, are not permitted in Idaho. Tribal casinos remain the only regulated venues where residents can legally play slot machines and table games. Still, these establishments are limited to in-person play and do not offer online services.
Under Idaho law, gambling is defined broadly as risking money or anything of value on an outcome determined by chance. This definition covers poker, sports betting, and casino-style games. As a result, no state-regulated online casinos operate within Idaho.
Offshore Online Casino Options for Idaho Players
Despite the restrictions, residents can legally access online Idaho casinos that operate outside the U.S. jurisdiction. These platforms are based in international markets and are not subject to Idaho’s gambling laws.
Offshore casinos typically provide a wide range of real-money casino games, including slots, blackjack, roulette, and poker. They also offer welcome bonuses, loyalty rewards, and multiple payment options.
However, players should exercise caution: offshore sites are not regulated by U.S. authorities, meaning consumer protections and dispute-resolution mechanisms may be weaker than in licensed domestic markets.
